Simple. Teach all children to read early, quickly and well.

PPS has decided to not do the above which has resulted in overall costs exploding. (See the Carter article Oregonian 12/14/05 or Flesch's books on Johnny not Reading for detailed information on effective reading instruction.)

In addition to effective reading instruction, implement effective instructional practices across the board. Grouping students at a level appropriate to ability and skill level promotes achievement and is cost effective.

The current multi-level age-based classroom groups virtually preclude success but ensure the need for ever increasing funds and personnel.
