Simple. Teach all children to read early, quickly and well.
PPS has decided to not do the above which has resulted in overall costs exploding.

In addition to effective reading instruction, implement effective instructional
practices across the board. Grouping students at a level appropriate to ability
and skill level promotes achievement and is cost effective.
The current multi-level age-based classroom groups virtually preclude success
but ensure the need for ever increasing funds and personnel.
